I swear if there ends up being an easier way to do this I'm gonna have a fit.
Anyway, I put together a nice little batch file for everyone to use. Like the title says, it sets your level to 50, sets all of the S.P.E.C.I.A.L. stats to 10, and maxes out every single perk. Feel free to modify and experiment with it, or tailor it to your needs.
INSTRUCTIONS: Open up Notepad, copy and paste, then save the file as max.txt (or whatever you'd like) inside the Fallout 4 folder. (Example C:GamesFallout 4) When you launch your game, tap ~ to bring up the console and enter 'bat max' (or whatever you chose, without the quotes) and it should set your level to 50, and max out your stats and perks.
